What is the Utility Relief Grant Scheme?


The Utility Relief Grant Scheme (URGS) is a government program that assists households that are unable to pay their electricity, gas or water bills due to unforeseen financial circumstances.

If you’re eligible for URGS you may be able to receive up to $500 every two years towards your water bill and other utilities if applicable.

Am I eligible?

To be eligible for the grant you must hold a valid concession card or be on a low income.

In addition, you must meet one of the following criteria within the last 12 months to apply;

  • household income has decreased substantially, for example loss of employment.
  • have experienced a substancial increase in water usage
  • unexpected expenses on essential items, for example replacing washing machine, medical expenses. Ineligible items are for expenses which are to be expected, for example school fees or council rates.
  • the cost of housing is more than 30 per cent of the total household income
  • the cost of water bill is more than 10 per cent of the total household income
  • have not already received the grant within the past two years
